Etymology

Origin: Late 15th century (denoting a pouch or wallet). From Middle English bowgette, from Old French bougette, diminutive of bouge ‘leather bag’, from Latin bulga ‘leather bag, knapsack’, a word of Gaulish origin. The sense ‘financial plan’ arose from the Chancellor of the Exchequer’s ‘budget’ or leather bag containing the annual statement. (Source: Oxford Dictionary of English Etymology)
